PERSPECTIVE The National Safety Council, a premier apex body at the national level organizes national and international conferences to address current safety, health and environmental issues. These conferences draw enthusiastic response from all stakeholders. The last (10th) National Conference was organized in 2002. This (11th) Conference will be organized from 5-7 April, 2006. In the intervening period of four years, there have been rapid, far-reaching changes in the economy with greater global integration giving rise to major safety, health and environmental issues. Major developments include-at the international level, ILO has outlined a global strategy on OSH and at the national level, a National Policy on Safety, Health and Environment at Workplace has been drafted and IS 18001 on OHSMS has been published. NSC has launched new Initiatives on road transportation, construction, SMEs, disaster management and OSHMS and Pilot projects are being implemented by involving key players. Due to the growing concern on disaster management at both the global and national levels, there is a comprehensive policy and a roadmap on disaster management at the national level. The Service Sector has registered a major growth contributing to about 60% of the GDP. However, HSE issues have largely remained unaddressed. The mounting fatalities and injuries due to road accidents and the economic losses caused by them made Road Safety a burning issue. Construction work is highly hazardous involving a large workforce. The progress in compliance with the recently enacted safety legislation is rather slow. Innovative strategies and cooperation amongst stakeholders are required for accelerating improvement. The chemical & fertilizer industry and the petro & petrochemical industry are among the key sectors of our economy. Safety, Health and Environmental issues, strategies and approaches in other key sectors for example, Agriculture & Rural work, SMEs & Educational Institutions, ITES, Power, Mining and Ports are to be addressed. The Conference will provide an excellent forum for all stakeholders to discuss these and other important issues and share insights, experiences, successful strategies / approaches, projects / programmes and methodologies to arrive at conclusions for future action. It will also provide an excellent opportunity for further networking. |
