ABOUT DIRECTOR GENERAL


Shri K.C. Gupta is the Director General of the National Safety Council of India (NSCI) for over 27 years. He has held important positions at the National & International levels which include:

  • For 5 years (1987-1992) he was also the Director General, Factory Advice Service & Labour Institutes (DGFASLI) under the Ministry of Labour, Govt. of India.

  • Member of two Core Groups viz., Chemical (Industrial) Disaster Management and Nuclear Disasters of the National Disaster Management Authority, Govt. of India for developing National Disaster Management Guidelines on Chemical Disasters and Nuclear Disasters.
  • Leading the implementation of UNEP’s APELL Programme in India since 1992 and a Member of the Senior Level APELL Expert Advisory Group of UNEP since then.  Presently Director of the National APELL Centre hosted in NSC Hqs. since 2002 in collaboration with UNEP & Project Director of the 2-year NSCI-UNEP collaborative EU-ASIA PRO-ECO POST TSUNAMI Project of European Commission in Tourist Destinations – Kanniyakumari in India being implemented since Oct. 2006.

  • Held the position of Secretary General of the APOSHO (Asia Pacific Occupational Safety and Health Organisation) for two years (2005-2007). APOSHO is having 33 OSH organizations from 22 countries as members. He is representing NSC in the APOSHO Annual Conferences and AGMs since its inception in 1985.  

  • Since 1988, Chairman of the Occupational Safety & Health and Chemical Hazards , CHD08 Sectional Committee of the Bureau of Indian Standards which is responsible for developing the national standards and codes of practice on safety.

  • Member of the Working Groups set up by the Planning Commission, Govt. of India for preparation of the Tenth and Eleventh Five Year Plans (2002-2007 & 2007-2012) on “Occupational Safety and Health” as well as “Quality, Certification and Conformity Assessment”.

  • Member of the Central Crisis Group set up by the Ministry of Environment and Forests, Govt. of India.

  • Secretary General of the XIII World Congress held in India in April 1993 in collaboration with the ILO, International Social Security Assn., Ministry of Labour and NSCI.

  • Project Director for implementing 3 ILO/UNEP/USAID/ADPC/World Bank funded projects on national priority areas on “Major Accident Hazards Control”,  "Industrial Safety and Health” and “Disaster Preparedness” and Study Team Leader for the Feasibility Study of the World Bank Project.

  • Worked as international expert for a number of assignments of ILO, UNEP, World Bank and ADPC & contributed to the preparation of 3 ILO Codes of Practice.  Was National Advisor to the Council of Scientific and Industrial Research, Govt. of India for developing safety and health policy and safety training for their 40 national laboratories.

He has about 50 published papers to his credit including over 20 international papers in the World Congresses, APOSHO Conferences, ILO Encyclopaedia, UNEP publications, etc.
