APELL-LAMP

In 1992, NSC introduced the APELL (Awareness and Preparedness for Emergencies at Local Level) process in India. The process was developed by the United Nations Environment Programmes (UNEP). NSC has also implemented a 5-year (1992-97) APELL-LAMP (LAMP stands for Local Accident Mitigation & Prevention) Action Programme on `Chemical Emergency Prevention, Preparedness & Response' in six high risk industrial pockets in the country in collaboration with UNEP, OFDA/USAID, World Environment Centre (WEC), New York; Asian Disaster Preparedness Centre (ADPC), Bangkok and the Ministry of Environment & Forests (MoEF), Govt. of India, NSC's Chapter and Industry Associations in Local Areas.

ILO-IPEC Action Programme

The Council has implemented a 2-year (1994-96) Action Programme titled "Raising Awareness to Safety and Health of Working Children in Selected Industries" funded by the ILO under its `International Programme for Elimination of Child Labour (IPEC)'. The four industries covered are : Gem Polishing Industry of Jaipur, Lock Industry of Aligarh; Glass Industry of Firozabad and Brassware Industry of Moradabad.

MoEF / World Bank Project

The Council has carried out feasibility studies under the MoEF/World Bank Project on "Industrial Safety and Disaster Prevention (ISDP) in collaboration with WEC and Texas A&M University (USA). The contract for this study was awarded to it by the MoEF after inviting tenders from pre-selected reputed organisations.

Collaboration with ADPC
First Regional Training Course on Technological Risk Mitigation for Cities


A 2-week Regional Training Course on Technological Risk Mitigation for Cities was jointly organised by the NSC, ADPC, Bangkok and Human Settlement Management Institute, New Delhi in Mumbai from 2-13 November, 1998 as part the 4-year programme for promoting safer cities implemented by the ADPC with funding from USAID. The Course was attended by 20 participants from 8 Asian countries namely India, Sri Lanka, Nepal, Indonesia, Philippines, Laos, Malaysia and Thailand. The participants were from the Town Planning Departments of the State Governments and Local Bodies, Professional Architects & Civil Engineers, Professionals from institutes and industries. The speakers were drawn from Canada, U.K., Australia, Germany, Thailand and India. This was the first collaborative programme with the ADPC and HSMI and was a grand success.

Six-year MoU between the NSC and ADPC (2000-2005)

Considering the NSC's rich experience and vast expertise in the field of Technological Disaster Management, ADPC selected NSC as the lead National Partner Training Institute (NPTI) in India under a 6-year AUDMP (Asian Urban Disaster Mitigation Programme) being implemented by the ADPC in eight countries of the Asian Region with funding from USAID. The objectives of the MoU are :

a) To institutionalise training on Disaster Management at both the Asian Regional Level and at the National Level.
b) To develop capacities of NPTIs and promote mutual co-operation between them on training for disaster management and related activities.
c) To jointly undertake documentation studies and research in the best practices on disaster management, support curriculum development, adoption and updation.
